Bonney Lake Elementary PTA Standing Rules
These Standing Rules were adopted by the Bonney Lake Elementary PTA 5.8.30 General Membership on January 12, 2015 and amended on February 8, 2016, March 10, 2022, and September 23, 2022. 
 
Unit Information
1.     The name of this local unit shall be Bonney Lake PTA 5.8.30, herein referred to as Bonney Lake PTA. The Washington State PTA (WSPTA) chartered this unit on March 11, 2014.
2.     Bonney Lake PTA serves all children registered at Bonney Lake Elementary and the community of Bonney Lake. 
3.     This unit became affiliated with the WSPTA on February 18, 2014. It is registered with the Washington Secretary of State and was incorporated on August 25, 2014 as a nonprofit corporation. The treasurer is responsible for filing the annual corporation report. The Employer Identification Number (EIN) and Uniform Business Identification (UBI) number are located in the legal documents binders in the custody of the president and secretary. 
4.     Bonney Lake PTA will comply with the Washington Secretary of state charities program under the Charitable Solicitations Act. The treasurer is responsible for filing the annual registration as the federal taxes are completed and filed. 
5.     The Internal Revenue Service (IRS) recognized this unit as a tax- exempt organization on October 28, 2014 under section 501(c)(3). 
6.     The treasurer is responsible for filing the appropriate federal tax return form 990, form 990EZ or Form 990-N prior to November 15 and providing a copy to the board of directors no later than November 1. Copies of the current and past years’ returns are located in the legal documents binder maintained by the president and secretary. 
7.     The Bonney Lake PTA has designated the Washington State PTA as its registered agent with the Washington State Secretary of State’s office, the Washington Department of Revenue, and the United States Internal Revenue Service. Copies of the signed documents making such designation are available in the legal documents binder maintained by the president and secretary. 
8.     Per the Washington State PTA Uniform Bylaws, The Bonney Lake PTA will annually review, complete, sign, and submit all required WSPTA Standards of Affiliation documentation by the required deadline. 
 
Membership 
1.     Membership is open to all interested parties without discrimination. 
2.     The Board of Directors will decide the membership service fee for the next membership year in the Spring. The membership year runs from October to October. 
 
Elected Positions
1.     The elected officers of the unit shall be: President or Co-Presidents, Vice President or Co-Vice Presidents, Secretary or Co-Secretaries, and 1 Treasurer. These elected officers shall constitute the Executive Committee (EC). 
2.     Any elected position may be held jointly by two (2) people. Each co-position holder shall be entitled to voice and vote at a board of directors’ meeting. 
3.     Our PTA will make sure that each executive committee member attends a minimum of one WSPTA- approved training opportunities during the PTA year. Further, at least one member of the executive committee will attend PTA and the Law during the PTA year. 
4.     Elected officers shall review their respective handbooks published by WSPTA for the specific duties they are to preform and adhere to policy set forth by WSPTA and the Standing Rules of this unit.
 
Election Process
1.     Elections will take place in the Spring prior to the WSPTA State Convention. 
2.     Nominating Committee shall be elected by the general membership no later than January 31st. The Nomination Committee is responsible for choosing nominees for the next year’s EC.
3.     All members are eligible to earn election to the Nominating Committee with the exception of the president, school principle or any member who has served on the Nominating Committee for two consecutive years.
4.     Voting for officers or nominating committee positions may take place at a meeting, by mail, or by electronic transmission. If voting takes place by mail or electronic transmissions, the name of each candidate is to be contained in the notice of the meeting and any vote cast must be received within the time frame identified in the notice of the meeting. 
 
Board of Directors and Quorum
1.     The board of directors shall consist of the elected officers and the chairs of the following standing committees: Membership, Legislative, Service Activities, Communications, Fundraising, Volunteer, and Safety. This PTA’s board of directors will meet monthly on a date and time to be determined by the board. 
2.     There shall be a minimum of one (1) board of director meetings per month. Meeting dates and time shall be set by the Executive Committee. Written notice of the place, day, and time of the meetings shall be delivered not less than five (5) nor more than fifty (50) days prior to the date of the meeting to each member. Quorum for meeting is a majority of the board. 
 
General Membership and Quorum
1.     Adoption of the budget, adoption of standing rules, election of the nominating committee, report of the financial review committee, and election of officers shall take place at general membership meetings. There shall be at least 3 general meetings annually. Meetings will be held at a time and placed fixed by the board of directors for the purpose of conducting business. Written notice of the place, day, and time of the meetings shall be delivered not less than ten (10) nor more than fifty (50) days prior to the date of the meeting to each member. A quorum must be present in order to conduct business. A quorum consists of at least ten (10) members. 
2.     Upon the request of one or more members, they may participate in general meetings of the PTA virtually. Requests must be made at least 3 days in advance of the meeting so the necessary arrangements can be made. 
 
Finances
1.     The fiscal year will begin July 1 and end June 30. 
2.     This PTA shall approve its annual operating budget in the spring of each year. The board of directors has authority to reallocate up to $200.00 budgeted for one line item to another by a majority vote. Not to exceed one time per line item per fiscal year. Any changes must be reported at next general membership meeting.
3.     The PTA shall set aside a minimum of $5,000 in a savings account to be used for the next year’s start-up costs. 
4.     This unit shall maintain 2 copies of its legal documents to be help by the president and treasurer. The treasurer shall be responsible for maintaining all supporting documents and providing updated copies to the other binder. 
5.     A financial review committee selected by the president and approved by the EC having a minimum of three (3) members, will review the financial books twice a year, and when the treasurer changes. Members of this committee shall not include the treasurer or any person authorized to sign on the PTA bank accounts for the period that is being reviewed or any individuals living in their households. 
6.     Money shall only be handled by PTA members over the age of 18. A minimum of two PTA members shall each count any deposit. All funds should be promptly deposited into a PTA bank account. When making a night deposit another person in a separate vehicle should accompany the person making the deposit for safety and security purposes. 
7.     All reimbursement requests must include a receipt for all purchases. The signature of the committee chair and/or member of the EC, and shall be submitted to the treasurer. All reimbursements must be turned in before the last day of school. Preferably within 30 days of the event items were purchased for. Reimbursement will only be given by check. 
8.     The signatures of 1 President, 1 vice President, and the Treasurer shall be on the authorized signature card of the Bonney Lake PTA bank account. If deemed necessary by the executive committee, the Secretary may be a signer on the bank account. 
9.     A non-signer shall be responsible for receiving and signing the bank statement and delivering it to the Treasurer. If at any time there are any discrepancies in finances, through lost, missing or stolen funds, appropriate actions shall be taken.
10.  A NSF check fee will be applied to all returned checks. The fee will equal the amount charged by the bank. 
11.  If the treasurer cannot attend a General Meeting and/or the Board of Directors meeting, the ledger must be at the meeting location. 
12.  Requests for funds must be made in writing to the board of directors. After careful consideration, Bonney Lake PTA reserved the right to deny requests for funds for any reason. Teacher or staff requests must be approved by the principal prior to being brought to the attention of this PTA
13.  Two signatures of authorized signers must be on all checks issued by Bonney Lake PTA. 
14.  All spending of board approved spending must be reported to at the next 
 
Vendors
1.     Contracts between Bonney Lake PTA and outside vendors shall include a notice telling them when the fiscal year ends. All contracts must have two signatures from the EC not of the same household. 
2.     Three bids must be received for all serviced rendered to Bonney Lake PTA, unless there is a special exception from the board of directors. If any bids are received from Bonney Lake PTA members, the following procedure must be followed:
a.     Vendor may not be involved in discussion or vote of vendor bids. 
b.     Vendor must sign a Conflict of Interest contract with Bonney Lake PTA. 
 
Gambling Activities
1.     Students of Bonney Lake Elementary School shall be considered honorary members of this PTA without voice, vote, or the privilege of holding office in order to participate in gaming activities. 
 
Recognition and Awards
1.     One or more Golden Acorn Awards may be presented annually to outstanding PTA volunteer(s). The board of directors shall determine the number of recipients. A committee appointed by the board of directors by the end of November shall select the recipient(s). This committee shall be comprised of 3-5 PTA members, and may include faculty, past recipients, and students where appropriate. 
 
Delegations
1.     Bonney Lake PTA will send as many voting delegates and as many visiting delegates to the WSPTA convention as the budgeted amount for convention can support. All delegates for the WSPTA convention shall be selected by the board of directors. Only registration and hotel may be paid for by Bonney Lake PTA as approved by the board of directors no less than four (4) weeks prior to convention. Persons attending convention will submit a summary on notes and handouts from the classes and general sessions attended to the board of directors. 
2.     The Bonney Lake PTA will send the Legislative chair and one other voting delegate to a WSPTA Legislative Assembly. Only registration and hotel may be paid for by the Bonney Lake PTA as approved by the board of directors no less than four (4) weeks prior to convention. The boards of directors shall determine voting delegate(s) to Legislative Assembly. Individuals attending the assembly will submit a board report/summary about the WSPTA Legislative Assembly. 
 
Volunteering
1.     All volunteers need to be cleared by Sumner-Bonney Lake School District to volunteer for events or be on campus during school hours.
2.     All volunteers must follow any and all volunteering guideline set in place by Sumner-Bonney Lake School District and Bonney Lake Elementary, included but not limited to dress code and confidentiality.
3.     Volunteer hours on campus must be previously scheduled and approved by teacher and school administration. Volunteers need to be on time and give adequate notice of cancellation.
4.     All volunteers must sign in with front office and get visitor badge when volunteering on campus. Visitor badge must be worn at all times while on campus. 
5.     No children may accompany volunteers during school hours. 
6.     When volunteering outside of school hours, volunteers may have children accompany them, but must follow the following guidelines
a.     Children must be supervised at all times
b.     Children may not be in school workroom or staff lounge
